Call for Expression of Interest

Dear Colleagues!

We are pleased to announce that pursuant to formal order issued by the Ministry of Education and Science of Ukraine of 12/05/2015 N 529, the Ministry of Education and Science of Ukraine, Verkhovna Rada Committee for Science and Education, National Academy of Pedagogical Sciences of Ukraine, Union of Rectors of Higher Education Institutions of Ukraine, Ukrainian Center for Education Quality Assurance and Ukrainian Standardized External Testing Initiative Alliance (USETI Alliance) invite you to participate in the 5th International Research and Methodology Conference “Educational Assessment 2015: Reforming Standardized External Assessment – Methodology, Model and Core Elements” that shall take place at Mechnykov Odesa National University, located at 24/26 Frantsuzky Blvd., Odesa, Ukraine.

The Conference will welcome and bring together national and foreign experts in the field of educational measurement, representatives of education quality assessment centers, education and research institutions.

Participation Requirements:
Prospective participants are expected to submit electronic applications and presentation abstracts by 15 July 2015.

Presentation abstracts are to be sent electronically and should contain the author’s (co-authors’) full name(s), full title of institution and contact email address. Abstracts will be posted on the Conference web-site prior to its launch. Please see the requirements for the abstract layout and format on the Conference web-page.

Notifications on selection of presentations to be included in the Conference Agenda and recommendations of the Program Committee on respective publication of articles will be sent out by 10 September 2015. Layout and format of articles shall be subject to requirements of respective journals and publications.

The Conference materials will be published in the following professional journals: Pedagogy and Psychology; Information Technologies in Education; Higher Education; TIMO Newsletter.

Participation in the Conference entails no registration fee. Participants shall be required to cover their own travel, accommodation and meals.

Conference Topics and Sub-Topics:

1.      National systems for education quality monitoring based on external standardized tests: global practices and Ukrainian context

2.      The system of standardized external testing: current state and scope for improvement: 

2.1.  Systems for test development and item banking

2.2.  Evaluation, scaling, interpretation and equation of test scores

2.3.  Use of two-level tests in the system of standardized external testing

2.4.  Internal quality assurance system of standardized external testing (quality of tests and procedures)

2.5.  External quality assurance system of standardized external testing (quality of tests and procedures)

3.      Forward-looking areas in the development of standardized external testing system:  

3.1.  School examinations in the form of external testing (in primary, lower secondary and upper secondary school)

3.2.  External standardized tests as points of entrance to master’s programs  

3.3.  Qualification and certification tests for teachers

3.4.  Introduction of the General Learning Competency Test (GLCT/UkrSAT)

3.5.  Computer-based and computer-adaptive testing

3.6.  Integration in the global and European education quality assurance area

4.      Analytical studies of standardized external testing results:

4.1.  Quality of standardized external assessment tests

4.2.  Assessment of general secondary education quality on the basis of external standardized test results

4.1.  Quality of the university admissions system based on external standardized test results

5.      International education quality studies (TIMSS, PISA, etc.) as part of national education quality monitoring systems: frameworks and use of results
